Embassy of Republic of Korea in the Republic of the Philippines released official statement regarding Jeju group tourist visa system on December 20.

The visa-free system, which is scheduled to be tested on the first half of next year (2020), is for group tourists who have scheduled flights to enter Korea with the final destination of Jeju Island (using domestic flights).
Therefore, individual tourists are not eligible. And only group tourists with certain requirements will be given these benefits.
(ex. for Chinese passport holders, the visa-free entry system has been given only to group tourists with designated tour agencies.)
Currently there is no final decision on matter and it will be further discussed with the related ministries in Korea until February 2020.

Ministry of Strategy and Finance and the Ministry of Justice announced on December 12 that the South Korea’s government is eyeing on a “Plan for Promoting Foreign Tours.”
Accordingly, it will be uncovered in the “Economic Policy Direction” which will be announced sometime this month.
The three Southeast Asian countries, such as the Philippines, Vietnam, and Indonesia citizens will be able to travel in South Korea without even applying for a visa.
The new visa-free program is for group of tourists from the said countries which will start next year.
They can enter to the airports in inland areas like Seoul, Incheon, and Busan, for up to five days, with a final destination in Jeju Island.
